Humberto Leal Garcia a Mexican national who was sentenced and convicted for murder was eventually convicted in Texas on 7 July 2011. This execution has been a contentious issue in the US for some time with critics including the United Nations High Commission (who unsuccessfully attempt to stay the execution), diplomats and US Senator Patrick Leahy. It is argued that the US violated a key international legislation – Article 36 of the Vienna Convention on Consular Rights – and will undermine the role of the International Court of Justice. At least two other Mexican men have already been executed in Texas.
