While the books never specifically use any racially distinguishing terms associated with their characters, the description of the characters shows them to be dark skinned:
“And most hauntingly, a twelve year old girl from District 11. She has dark brown skin and eyes …”
“The boy tribute from District 11, Thresh, has the same dark skin as Rue…”
However, some fans have been very upset that the characters in the film – Rue, Thresh, and Cinna, are black.
