Firm Continues to Strengthen Established Practice Areas in New York and Washington, DC.
The international law firm Chadbourne & Parke announced today that it has promoted four attorneys to counsel in New York and Washington, DC. Raquel Bierzwinsky, Ikenna Emehelu and David Santangelo have been promoted in the New York office, while Samantha Miller was promoted in Washington.

Raquel Bierzwinsky, based in Chadbourne’s New York office, advises U.S. and international clients in the areas of project finance, international finance and M&A, with a particular focus in Latin America. She represents project developers, sponsors, commercial lenders and multilateral and bilateral agencies in energy and infrastructure project financings, as well as in acquisitions and dispositions of assets. Ms. Bierzwinsky also has significant experience in the telecommunications sector. She obtained her law degree from Universidad Iberoamericana AC in Mexico City, in 1999, with honors, and obtained an LL.M. from New York Law University Law School in 2000.
Ikenna Emehelu, also based in Chadbourne’s New York office, represents sponsors, lenders and equity investors in connection with the development, project financing, acquisition and divestiture of power, transportation, mining and metals and other major infrastructure projects. He has extensive experience in domestic and international transactions with a particular expertise in the power and transportation industries. He graduated from the University of Bridgeport, B.A., summa cum laude, in 1999, and Yale Law School, J.D., in 2002. While at Yale, Mr. Emehelu was a submissions editor of the Yale Journal of International Law.
Samantha Miller, based in Chadbourne’s Washington, DC, office represents corporate clients and their boards on many aspects of risk oversight, including an assessment of potential risks that the corporations and their boards may face, and then advises them on how best to protect themselves from liability through customized insurance arrangements. An integral part of her practice is advising boards on key steps they should be taking with respect to risk oversight and compliance with new regulations in both the U.S. and abroad. Ms. Miller also advises clients on reinsurance matters, including complex reinsurance claims, dispute resolution and commutations. She graduated from the University of Texas at Austin, B.A., magna cum laude, in 1996, and the University of Texas Law School, J.D., magna cum laude, in 1998.
David Santangelo, based in Chadbourne’s New York office, represents domestic and international clients in industries such as manufacturing, retailing, energy, technology and telecommunications in connection with a broad range of transactions, including M&A, the purchase and sale of corporate assets and/or securities, public debt and equity offerings and similar corporate undertakings. He also has significant experience with corporate partnering in the life sciences field, assisting life sciences companies with R&D licenses, joint ventures, asset and stock acquisitions, commercialization collaborations, supply arrangements and strategic alliances. Mr. Santangelo graduated from Cornell University, B.A., with distinction, in 1998, and the Northwestern University School of Law, J.D., in 2001.
