North Korea seems to be tottering in the hands of a missile-loving administration, which has little concern about the aftermaths of nuclear attacks. The declarations and reactions of the North Korean administration over the issue of two U.S. stealth aircraft flying to South Korea and back from U.S. has been near hysterical, with rocket systems put on alert and readied to fire at key targets.
Over the last few days, war hysteria is being churned out by the North Korea propaganda machine, the KCNA, in high doses.
Headings on March 28 ran like these:

“The U.S. utterly indifferent to international law and convention on sovereignty is mobilizing “its three major nuclear strike means” in a bid to invade the DPRK and realize the ambition to dominate it. This is an open nuclear blackmail against it….

And here is the declaration of the young president of North Korea made on 29th March, the day after as posted from KCNA on Reuters North Korea Live:
“After receiving a report from Lieut. General Kim Rak Gyom on the technical conditions of the strategic strike means of the KPA, I made an important decision.
I’ve said I’ve judged the time has come to settle accounts with the U.S. imperialists in view of the prevailing situation.
If they make a reckless provocation with huge strategic forces, the KPA should mercilessly strike the U.S. mainland, their stronghold, Their military bases in the operational theaters in the Pacific, Including Hawaii and Guam, and those in South Korea, I said. Examined and finally I ratified the plan of the Strategic Rocket Force for firepower strike.”
“I’ve declared the revolutionary armed forces of the DPRK would react to the U.S. nuclear blackmail with a nuclear merciless attack, and war of aggression with an all-out war of justice.
I’ve finally signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, Including Hawaii and Guam, and Those in South Korea.”
Pyongyang has canceled the armistice agreement with US, which had ended the Korean War and has ceased maintaining all communications hotlines with U.S. forces, the United Nations and South Korea.
