Summary: A North Carolina police officer has been placed on administrative leave pending an investigation after fatally shooting an unarmed deaf and mute man.
A deaf mute North Carolina man was shot and killed by a police officer after a car chase that ended just steps from the man’s home. The cop had attempted to pull over Daniel Kevin Harris for a traffic violation in Charlotte, NC but Harris did not pull over, perhaps because of his hearing impairment.

When Harris finally pulled over just outside his home, he exited the car and was immediately shot by trooper Jermaine Saunders. One neighbor said Harris’ car “spun out of control” as it finally came to a stop. The officer had yelled at Harris to stop but because he couldn’t hear the cop, he was unaware of the instructions. Neighbors believe Harris, whose family is also hearing impaired, was trying to communicate with the officer with sign language.

Harris has a history of resisting arrest with a conviction in 2010 in Connecticut of resisting an officer. He was found not guilty of misdemeanor larceny and resisting property recovery in Florida in 2010 as well.
His family would like to see DMV registration systems flag a license as “DEAF” so that officers are aware of the situation before it gets out of control like in this case.
