DCCC Prepared for the BLM Movement in Internal Memo

Summary: The Democratic Congressional Campaign Committee was prepared for the Black Lives Matter movement by their own diversity director last year.

The Democratic Congressional Campaign Committee diversity director organized a memo to fellow staffers last year regarding how to interact with “Black Lives Matter” members. In the memo of “best practices” it outlined avoiding the use of the phrases like “all lives matter” and “black on black crime” because the words “anger BLM activists.”

The November 2015 memo was written by Troy Perry and meant to remain confidential. Perry noted in the memo for the documents “not to be emailed or handed to anyone outside of the building. Please only give campaign staff these best practices in meetings or over the phone.”

The memo was just another document that Guccifer 2.0 snagged the latest time he hacked the DCCC’s server. Guccifer has hacked the DCCC’s server more than once and the Democratic National Committee’s server as well. Since the memo was written, Perry has taken a job with Hillary Clinton’s campaign. Perry urged presidential candidates that have struggled to respond to the tactics of the BLM to listen to group members but not “offer support for concrete police decisions.”

Perry advised the House candidates and campaign staff to “Be a Partner & Lead From Behind” since BLM members are leary of being co-opted by the Democratic Party.

Perry provided talking points when dealing with the BLM group. He said, “A history of systemic racism continues to confront the daily lives of African-Americans. The country must look for ways to address this legacy” so that African-Americans are “treated with fairness and dignity.”
